韓国で経口避妊薬が処方せんなしでなぜ今まで買うことができたのかを調べたら、1960年代に産児制限（と翻訳で出てきた）の政策によって処方せんなしで買える仕組みができたそうです。（保健所で無料で配っていたことも）
